For the first point, I'd like to make the distinction between internally generated revenue and government grants. The large portion of an institute's revenue is through government grants. For a relatively established IIT, this portion of the revenue can be anywhere between 450 to 650 crores. Internally generated revenue, as I have mentioned, tallies up to around 130 crores. Putting these together adds up to roughly around 700 to 800 crores - the amount you have mentioned.
For the second point, please do note the distinction between a grant and a loan. A grant is upfront funding whereas a loan has to be paid back with interest. Since the government covers 90% of the principal and interest of the loan in the case of central universities, over time the actual amount the government has to pay adds up to more than the face value of the loan.
